The public safety and law and order situation has deteriorated tremendously in the country. It is not unknown to any one that the law and order system of the society has collapsed. To ensure real continuity of the progress of the country, government, the citizens and the donor agencies are of the same opinion that this problem should be solved immediately. For valid reasons this subject matter has been discussed time and again in various parts of this chapter also in the other chapters.

The matter of public safety, law and order in Dhaka city is multi dimensional. The highest administrative body of the country is located in this city. Dhaka is the centre of all national and international activities. Dhaka cannot be excluded from any matter such as commerce, economics, education, culture and politics.

On the other hand in spite of promises of converting of Dhaka city as a modern and attractive metropolice from the responsible quarters in reality Dhaka is a shanty city. Dhaka city has superseded all the cities in respect of extortion, mugging, kidnapping, murder, drug abusing dealing, smuggling, land grabbing, etc. There is no sign of any system in the traffic movement, movement of pedestrian even there is no slightest semblance of discipline in economic, political, social & cultural behaviour. The public safety and law and order of Dhaka city is vested with the Dhaka Metropolitan Police. This task is difficult as well as challenging. The old system of “Mohalla Sardars” who used to ensure law and order in his area is now a subject matter of nostalgia. In this city where the rapidly increased population and multiple nature of crime have more or less rendered the Dhaka city uninhabitable. Still the Police Authority and Dhaka City Corporation Authority can came forward as a supplementary force to each other and their collective effort may reduce the crime. The reintroduction of the “Sardar System” and their conciliatory role in settling disputes in their area can ensure a better living condition for the Dhaka city dwellers. Therefore to establish the public safety and law and order the following suggestions deserves serious consideration:

1. To select some open spaces in Dhaka city through consensus for holding meetings of various nature with sufficient facilities and road communications.
2. Construction of community centres in various parts of the city and renovation of the existing ones for allowing political meeting at moderate charges.
3. Fix specific time for holding procession in the city roads and arrange alternate traffic movement with prior information to all concerned.
4. Shifting of ‘Muktaangan’ to some other suitable spacious place.
5. It is observed that the various organisations and pressure groups to attract attention of all journalists hold their meetings / assemblies etc. in front of National Press Club which creates traffic jam. To avoid this undesirable traffic problem Press Club should be shifted to a suitable place with consensus from the journalists and other stake holders.
6. Citizens committee in cooperation with City Corporation should be set up in every ward and community and police force will also be created under this committees.
7. Small Cause Court to be constituted to deal with small disputes.
8. In the City Corporation section responsible to deal with family dispute should be effective who will deal the family disputes.
9. In addition to community policing, the City Corporation should maintain a close liaison with DMP for an interactive information-sharing in an institutionalised manner, so that violent crimes in the city are drastically brought under control. The Home Ministry could be asked to appoint an Additional IGP to locate his office at the City Corporation in order to maintain a better liaison with the letter. The mayor could extend cooperation through that additional IGP to improve the law and order situation in the city.
10. Drug dealing has become a social evil. City Corporation should evolve a system to deal with drug dealers and also to ensure the city slum free from drug business. Private sector and NGO’s can help the rehabilitation of the drug addicts.
11. To accelerate the socio economic development and to ensure social wealth and values at desired level slam should be taken. The deployment social organisation should be encouraged to achieve this. The city community can play supplementary role in this respect. Those who contributes possibility in this filed should be recognised and rewarded.
12. To beautify the city various posters in the walls, writing should banned by law and will be considered as punishable offence.
