New Initiative "A Must" to Improve Governance
 

The attitude of City Corporation employees must be changed to ensure that employees understand, they have a job to do. City Corporation employees should be clearly told that they will be held responsible for public suffering. They will be held accountable if functional authorities entrusted to them are not exercised or exercised wrongfully. The mayor also has to work hard to change the attitude of the citizens and make them aware that the City Corporation exists for the residents.
The present condition of the city, its dirty, messy and stench-filled state of affairs, must be changed to the level of a liveable city. The mayor must initiate the following to ensure good governance:

  • All decision-making processes should be transparent.
  • All actions of the city administration should also be transparent.
  • All officials elected or appointed who possess functional authority should be made accountable to the citizens.
  • All officials with functional authority should exercise power and authority in time and in an equitable manner, as required by law.
  • All types of corruption and negligence, in exercise of power, in delayed decisions and in wrong decisions must be stopped.
  • An initiative should be undertaken for the decentralization of power. Citizens of each ward along with the elected commissioner should be able to decide on many items, including assessment and payment of taxes, development work, primary education, peace in community, garbage collection, cultural activities, etc.
  • The mayor has to take the initiative to ensure that all institutions are functioning well to improve the business environment within the city by providing suitable conditions for economic growth.
  • The mayor has to take the initiative to ensure that the institutions designed to improve the quality of health and education are fully functional and in tune with citizens’ needs.
  • The mayor has to take the initiative to ensure that the city administration provides adequate, effective and efficient services to fulfill citizens’ need.
  • The mayor has to take the initiative to involve the private sector in order to improve the efficiency of public services.
  • The mayor has to take the initiative to prioritize the city’s expenses on the basis of the availability of resources. Available resources should be spent equitably in each ward.
  • Private auditors should be appointed to scrutinize and audit each area of operation and responsibility of the city corporation.
  • The mayor should ensure that all citizen complaints are attended to in a proper and timely fashion.

 



Issues
