Initiative to Restructure Management and Reshape the City
 

Investigation has revealed certain management issues that need to be urgently addressed if any improvement is to be expected in city administration. Such as:

  • All DCC high officials should be recruited on the basis of competition and merit. The city government recruitment program should never be allowed to be a dumping ground for political patronage.
  • All new recruitment and promotion should be done through a committee on the basis of merit only.
  • Existing employees must undergo training to become service-oriented and to enhance their capability to provide quality service. They should also be given training to be acquainted with their job responsibilities.
  • The CEO should be a Secretary-level post and the City Corporation should list specific requirements of his/her abilities. The CEO’s service should remain only at the pleasure of the City Corporation. His/her remuneration package should be competitive with an equivalent job in the private sector.
  • The legal department of the DCC should be strengthened. The legal department should be capable of ensuring the enforcement of full functional authority of the City Corporation. The City Corporation shall appoint a prosecutor in each ward to deal with each and every violation of the City Corporation Act forcefully.
  • Tender documents and tendering procedures should be simplified. Citizens’ committees should be involved as watchdogs. Independent consultants should be appointed to ensure the quality of jobs done.
  • The management system should be modernized, and every department should be computerized.
  • The system of tax and fee collection should be harmonized, and record-keeping computerized and systematized. All arbitrary decision-making authority should be abolished.
  • Most services should be decentralized and privatized for efficiency and cost-effectiveness.
  • An independent accounting firms should be engaged to audit each and every department, not only to ensure accountability of collection and expenditure, but also job responsibility.
  • Consultants should be appointed to improve the available human resources and to check the quality of services provided by the City Corporation.
  • Transparency in decision-making and accountability of the City Corporation should be made the cornerstones of the city administration.
  • The number of City Corporation Standing Committees should be increased commensurate with the broad areas of responsibility of the City Corporation under the law.
